A question of status
This has nothing to do with the qualifications of the person chosen but rather the status of the (new Hudson) treasurer. A CPA (Chartered Professional Accountant) or a CMA (Certified Management Accountant) are members of a professional corporation and must abide by a code of ethics and standards of practice. (Hudson appoints new treasurer, Your Local Journal, May 18, page 2).
The mandate of the corporations is to ensure that the public will be well-served and protected. The COMAQ (Corporation des officiers municipaux agréés du Québec) is a different organization.
A CPA or a CMA is thus better equipped to face the political pressure that could affect the function of treasurer. This is not the case for a member of COMAQ.
Bad decision by council and homework not done.
I wonder if Mme. Louise Villandré was a member of COMAQ.
