Amendments to municipal regulations dominate Rigaud council meeting

Rigaud municipal council amended local parking regulations bringing them into conformity with other towns in the region.

Rigaud councilors dealt with a series of amendments to municipal regulations at the regular meeting held Monday, September 8, that affect urban planning, zoning, permits, certificates, architectural integration, tariff s for municipal activities, goods and service, and parking. Regulation 327-2014 brings Rigaud into conformity with municipalities throughout the Muncipalité Régionale de Conté de Vaudreuil-Soulanges (MRC VS).

In particular, there will be no parking from November 15 to April 1 between midnight and 7 a.m. The law comes into effect on October 31, 2014. “The regulations and the amendments are available on the web site, “said Town Clerk Hélène Therrien as the amendments were passed. Therrien also noted that the details are also available to residents at the municipal offices. Council authorized the signing of an agreement with the company Reddentes for the production of a ‘Carte Citoyen’.

“It will be a pleasant surprise for our residents,” said Director General Chantale Lemieux during the question period at the end of the meeting. Lemieux wouldn’t elaborate on the specifics of the new card but said that a formal a n n o u n c e m e n t would be happening soon. District 2 Councillor Archie Martin said after the meeting that the card would, among many other things, give discounts on purchases within the municipal area.

“We’re the first in the region to have this,” said Martin, “it’s a really positive thing.” Public Libraries Week 2014 was marked with an amnesty period from October 18 to 25, 2014 giving delinquent borrowers a chance to return materials without penalty. Financial aid in the amount of $2000 was granted to the residents committee of the Centre d’Hébergement de Rigaud to help pay for the printing of informational material.

Three calls for tender were authorized. One is for the supply and delivery of sodium chloride; a second for professional services to prepare a five year contingency plan for municipal services and the third is for supplying regular gasoline motor vehicles and equipment. A contract was granted to Axor Experts-Conseils to study and evaluate the possibilities of supplying a source of potable water and the treatment of sewage and wastewater for residents in the de l’Anse, de la Baie and du Bas-dela-Rivière sectors of the municipality.

Other contracts were granted for quality control of material to InspecSol and to Axor Experts-Conseil for professional services and supervision of work for the stabilization of three sites including the installation of a culvert on chemin de la Baie. The signing of a lease with Les Pavages D’Amour Inc. for the use of part of the parking lot at 393 chemin de la Mairie
